How do I open a URL to a PDF in Edge?

How do I open https://dps.mo.gov/dir/programs/ohs/grantstraining/documents/nsgp-nss-inv-just-form.pdf in Microsoft Edge? When I navigate to it, I get this response:

I get the same response on Chrome. I tried setting Adobe Reader as my default viewer and Edge as my default viewer. I tried on 3 computers and get the same result. The browser version is:

    Hi @Phil D'Angelo

    It's an XML Forms Architecture (XFA) PDF file which is a legacy format of forms that isn't supported in Microsoft Edge by default.

    To open it in Edge, you can enable support for XFA in PDF in Edge flags like below:

    Besides, please make sure you're not using the new PDF reader powered by Adobe Acrobat in Edge. Please make sure this policy NewPDFReaderEnabled is not configured. Then you can open the PDF in Edge.
