How to Create a SharePoint Library based on a Template or Existing Library using Power Automate

My company receives up to 100 Bids in one week. I need to create a Library for each bid to keep the documents in one location and organized. I am trying to create a Library for each bid, including meta data and views, that is based on an existing Library Template and/or an Existing Blank Library, using Power Automate. I can get a library created using Power Automate but it does not have the columns, views or meta data needed; it is the default blank library.

    Based on your description, I will simply express my understanding: the bids you mentioned should be files, so you mean that when you receive a bid file, you manually trigger the flow, create a library and add the columns you need, then put the bid file into the created library, and fill the metadata into the corresponding columns.
