I've reviewed the group policy settings under: User Configuration → Administrative Templates → Windows Components → File Explorer, and found that there isn't a built-in policy to remove Quick Access from File Explorer.
If feasible, I recommend using the registry to unpin Quick Access. There are numerous online reference articles on how to do this:
