WHY do I need CALs?

I'm just confused on WHY I need cals for windows server to work. I'm loading a new SQL server (upgrading hardware and OS from 2012 to 2022) and I'm unsure if I need CALs or what CALs I need. There won't be any RDS, only SQL. There will be around 50ish users connecting to the databases.

Can someone explain WHY everywhere says I need CALs?
