For a new install windows 11 24H2, the VBS is by default enabled. As VBS relies on Hyper-V hypervisor, so Hyper-V hypervisor is also enabled by default. As described in this page: https://learn.microsoft.com/en-us/windows-server/virtualization/hyper-v/hyper-v-overview?pivots=windows&context=%2Fvirtualization%2Fhyper-v-on-windows%2Fcontext%2Fcontext, when hyper-v is enabled, the host OS is actually run as a guest OS. So by default, the windows 11 is running as virtual machine, is it correct?

Good question!
Windows 11 24H2 enables VBS (with Hyper-V) by default, but your PC isn't running as a virtual machine. Think of it as adding a security guard (Hyper-V) to your house (Windows OS). The house stays the same, but certain valuable items (security features) get extra protection in a safe (virtual containers).
In short, Windows runs natively on your hardware. Virtualization is just used to enhance security, not to create a full VM setup.
Thanks for your answer. If I enable the Hyper-V in "Turn Windows features on and off" explicitly, then the host windows runs on the virtual machine, right?

Limitations
Programs that depend on specific hardware don't work well in a virtual machine. For example, games or applications that require processing with GPUs might not work well. Also, applications relying on sub-10ms timers such as live music mixing applications or high precision times could have issues running in a virtual machine.
In addition, if you have Hyper-V enabled, those latency-sensitive, high-precision applications may also have issues running in the host. This is because with virtualization enabled, the host OS also runs on top of the Hyper-V virtualization layer, just as guest operating systems do. However, unlike guests, the host OS is special in that it has direct access to all the hardware, which means that applications with special hardware requirements can still run without issues in the host OS.
