Hello, Cathy D
Welcome to the Microsoft Community
Thanks for your feedback. I read your description of the problem and mentioned that you are experiencing a LogonUI.exe system error, which is indeed a very troublesome and frustrating problem because it directly prevents you from logging into the system. Your desire to create a recovery disc is completely valid, but as you discovered, you are stuck in a "chicken and egg" dilemma: you cannot create a recovery disc if you cannot log in.
Unfortunately, there is no way around this. I suggest that you try to enter the WInRe environment and then try to let Windows automatically repair the system, which may help. Here are the steps.
- Start the computer, and when you see the manufacturer or Windows logo on the screen, press and hold the power button for 5-7 seconds to turn off the computer.
- Press the power button again to turn the computer on.
- When the computer turns on and you see the manufacturer or Windows logo again, press and hold the power button to force shut down the computer again.
- Repeat the above steps two (2) more times and let Windows start.
- Wait for Windows to prepare to automatically repair.
On the "Choose an option" screen, select "Troubleshoot". On the "Troubleshoot" screen, select "Advanced options". Select "Startup Repair"
If the problem persists after Windows completes the repair, you will need to use another working PC to create a "Windows 10 installation media" and then use it to boot your PC into the recovery environment. Since your PC cannot log in, you will need to borrow a friend, family member, or colleague's available Windows PC to complete this step.
