Just Cause 2 Error - Fatal DirectX error Code 3?

I have just got Just Cause 2. When i run it, i get a blank white screen, and seconds after, i get an error 

"Fatal Direct X error!

Code: 3

Result: 0x997A0002: DXGI_ERROR_NOT_FOUND

The game will now exit. Try starting the game with /failsafe if the problem persist."

I am not using steam. My system info is:

Inter core i7 3635 QM @ 2.40 GHz

8GB Ram

64bit windows 8

NVIDIA GeForce GT 640M & INTEL (R) HD Graphics 4000

I already have DirectX 11 up to date.

-laptop.

My cousin has this game with windows 8 64 bit also, and it worked for him.

What should i do to fix this error. Please Help. I really want to play just cause 2 on my laptop. I am using a SAMSUNG SERIES 7 (CHRONOS)

Hi Ranbir,

I would suggest you to play the game in clean boot state and check if you face the same issue.

Note: Please go through the section: How to reset the computer to start as usual after

troubleshooting with clean boot of the Kb article to boot the computer in normal startup after fixing the issue.

    Reinstalling doesnt work.. i still get the same error. i have updated my drivers, and it hasnt helped either.

    I am able to play other games, i have Assassin's Creed III, Need For Speed Most Wanted (2012), Need For Speed Hot Pursuit (2010), and Tombraider (2013) installed on my laptop, and they work with no problem. It is only Just Cause 2 that is giving me issues.
