como desbloqueio a barra do windows 10 ?

apaguei ficheiros , agora nao consegui recuperálos já fiz mil i uma coisas vendo pelo you tube nada...A barra de tarefas bloquiou do menu carrego mas não dá quero formatar chega aos 50 por cento i cancela...não sei k fazer

Don’t need to format disk and reinstall, just switch another account to check if taskbar works, maybe current situation is a user profile issue.
If taskbar locked on every account, you need to consider system restore or reset, this two ways also can keep your data.
Go to Settings->Update & Security-> Recovery->Reset this PC
