In that case, perform the hard shut down, wait a few seconds and then start your laptop up again and see if that begins to proceed or rolls back . . .

How long has that been on that same screen, has that been more than 2 hours?
If so, look at the hard drive light on your PC, does that indicate constant hard drive activity, intermittent activity, or no activity at all?
If there is plenty of hard drive activity, give that a bit more time . . .
If there is little or no hard drive activity, you have no choice, press and hold the Power Button on your PC for 5 - 10 seconds to perform a hard shut down
Wait a few seconds, then start your PC again . .
That refresh will either start to proceed, or it should roll back . . .
