That Intelligent Cooling System setting is not controlled by any Windows setting, it is a Lenovo specific function, go to the support page for your system on the Lenovo website to check for any available driver updates and also if you do not have your drive encrypted with Bitlocker, check for any BIOS update that may be avaialble and need to be installed, then if the problem is still not resolved, completely uninstall and re-install the Lenovo Vantage utility.
