cheap windows keys

I'm currently confused when it comes to the price of some Microsoft products such as windows license keys, the price of the key in the official Microsoft website is $100-$200 but in some local stores in my country it's $25 or even less, all the store owners are saying the same thing "it's made for this region, It's a Resale of an Unused Key that companies bought or It's a Volume License Key...etc."

so my question is, is it legit? and if it's not, what are the issues and risks that I'll be facing if I buy it?

    Don't buy a volume licence key, at some point it will be kicked out by the activation servers as invalid.

    Keys bought by companies and being resold may suffer the same fate.

    The only true way of buying a legit supported licence/product key is via Microsoft. Some sellers on Amazon (for example) may sell a legit licence so long as it comes with the correct packaging and labelling.
