Windows apps disabled

I dont know if this is a virus, malware, trojan or whatever

My laptop has been behaving strangely from the past 5 - 6 months

When i start it the only thing which appears is a black screen and the mouse cursor

the only way to run anything is by pressing Ctrl+Shift+Esc and run from the task manager.

Windows apps are dissapearing slowly like GameBar, Photos, music, Microsoft Store and other essential apps

So my computer is almost becoming unusable.

Even antiviruses dont work,

I also tried startup repair but that also shows error,

I tried regedit but that didn't work, so I used this command in PowerShell(As admin)

But when i ran the command this error threw up

I am having a lot of difficulties using my Laptop what should to do?

Also i have this StopProc.bat File under the C: drive which says

TASK /F /IM

         RunDll32.exe
Windows for home | Windows 10 | Accessibility

    Hello Pranjal,

    I'm John an Independent Advisor and a Windows user like you. I'll be happy to assist you today. What is your current Windows version and edition? Press Start then click Settings(Gear icon), select System then About.

    Please try performing a Repair Install of Windows 10 with an In-place Upgrade. Performing this can repair broken operating system files while your personal files, settings and installed applications will not be affected.

    **Few things to check on the PC

    1. Back up your personal data and files to an external hard drive, USB thumb drive.
    2. Ensure you are signed in or have administrator rights to do a repair install
    3. Unplug all external peripherals except for the Mouse, Keyboard, and LAN cable before starting
    4. Disable or uninstall any 3rd party Anti-Virus program to prevent it from interfering with the upgrade

    Download the media creation tool(Click Download tool now) and save it to your computer.

    Open the tool and select Upgrade this PC now.

    Make sure to select Keep personal files and apps.

    It might take some time to install Windows 10. Your computer will restart a few times, Make sure you don’t turn off your PC
