Microsoft PC Manager Isn't Installing

Hi, I've been trying to download Microsoft PC Manager on my Windows 10 PC. I have download the installation file from microsoft's offical chinese website but it still isnt installing. Here's the error it gives:

    According to your error screenshot, the reason for the error is a malfunction in downloading and unpacking the file, which may be caused by an error in the installation package, click here to download again and see if the problem persists.

    In addition, this product is currently only available for users in China. After you download and install the product, there may be some unpredictable errors, so we recommend you to wait for the subsequent release of this product. Thank you for your patience and cooperation!

    • Open "Settings" -> Time & Language -> Language -> Click "Add a language", add a Chinese language pack (Chinese(Simplified, China) -> and adjust the language to the first one, then reopen the Microsoft Store and click Download. After downloading, switch back to your original language.

    If there is anything that is not clear, please let me know.

    Hello, and welcome to Microsoft Community.

    This issue may be caused by:

    1. Bad internet connection with Microsoft servers;
    2. Program not being able to access %temp% folder, or cannot access PowerShell due to third-party software.

    Please try installing the Offline Installer from this link (http://aka.ms/pcmanagerofl30101). If the issue persists, try downloading https://aka.ms/WMOnlineZip10000\_1.2.6.4 (Portable Version).
