@Ed Finger Apologies for the delay in response and all the inconvenience caused because of the issue.
Assuming that your query is more around VMWare on your local system and not on Azure you may correct me if I am wrong. If the first part is correct I would recommend you to post your query on their public forum to get better expertise on the issue:

I did some research and found that Windows 7 and Windows/Hyper-V Server 2008 R2 and earlier cannot mount a VHDX because they do not contain a VHDX driver. Same is mentioned here as well.
Another forum query I found here as well. I would still recommend to post query on their forum for better inputs :)
