A hacker has accessed my wife's yahoo account, and is using an outlook.com email address to redirect emails and ask my contacts for money.  I need help from Outlook.com to stop this person - I know the email address they are using, but outlook.com does not have any way of contacting them directly.

Please help!

Hi Aaron,

Welcome to Microsoft Community!

I understand that a hacker is using Outlook.com account for online abuse specifically to ask money to your contacts. Let me assist you with your concern.

In relation to what ZigZag3143 (MS - MVP)") mentioned, aside from reporting the Yahoo email address to Yahoo, you can report an Outlook.com account (if this is abusive) to our Microsoft Online Safety team.

You can read all the details from the article below (click the text):

**Deal with abuse, phishing, or spam in Outlook.com**

Please let us know if you have further questions.

Thank you.

Aaron

Since it is your wife's Yahoo account you need to contact them.  We have no control over those accounts AND we have no way of knowing that you own it so cant do anything on the outlook.com address.

Contacting them directly is not a good idea and even if you did they are probably in a different country where your laws don't apply.
