Are you describing the notes folder inside outlook on your phone?
The Notes folder is not an email folder, it functions more like a sticky note. You can see that the icon in front of the folder is different from the icon in front of the Inbox folder. Previously, Apple Mail incorrectly recognized the notes function as a folder so that you could move emails to notes. The outlook.com files formatted for these emails would not be properly recognized as notes, so you would see inaccessible notes in the Notes folder on outlook.com.
You can sign into your account in Windows Outlook Classic, which provides the ability to display all features as folders, this may vary between Outlook Classic versions and you will need to change the display to folders (if you can, please send me a screen shot of the Outlook Classic you have or can use). screenshots).
