Installing language on Windows fail

I am trying to install a language as a Display language in Windows 10 Enterprise LTSB v1607. When I go to Control Panel -> Language and clicking "Download and install language pack". It starts to download the language pack but when it finished it just tells me "Some updates were not installed" and thats it.

Then I tried extracting the language pack .cab file from Windows Update files and install it with lpksetup.exe, I managed to load the .cab file correctly and after installing for about 10 minutes it just tells me in the progress column "Failed".

What can I do at this point to install the language pack? I am doing everything with admin rights. I cannot find any error logs regarding the failure either. I have been looking in C:\Windows\temp and few more places.

Any tips?

    1- Go to, C:, Windows, SoftrwareDistribution, Downloads, And delete everything.

    2- Try the download/installation of the language pack(s) again

    About your extracting operation from Windows Update file, it may cause damage the .cab file then lead to install failure.

    You may need to download language pack directly and install it.

    Thanks for reply.

    However, this does not work. It just keep saying failed. Is there any log files I can send?
