I have Windows 10, word 2016. When using Word, if I highlight any text, a small toolbar pops up above the cursor. This offers changes to font, font size, text color, italic, bold, etc. I never use this and it's annoying. How can I turn this off?

Open new Document in Word, go to File - Options
On the left, make sure General is selected
On the right in the 'User Interface Options' section, turn off 'Show Mini-toolbar on selection'
Save that setting, that's it, that will no longer show up in Word . . .

Sorry, that isn't doing it. I've done this and it works a little, but soon it comes back. I checked the settings, which shows the mini toolbar as shut off, but it still pops up. What else needs to be done?
Is it perhaps the mini-toolbar combined with a context menu like this?
If so, that is the right-click Context menu and is not something you can turn off. Just move your mouse away from them.
Otherwise...
Does it happen every time you select text or only in certain circumstances?
In every document?
If it is every document, try starting Word in safe mode.
