Thanks for posting your query in Microsoft Community. We haven’t heard from you for days, may I know you have solved the issue? Could you tell us the issue happens on all forms or a specific one? You can try the following:
- Switch another Web Browser to access Forms again and see if issue persist.
- Create a new form and share the link, then see if the submit button is grayed out.
If the issue still persists, please provide the screenshot of your settings page (open your form > click horizontal eclipse on the upper right corner> Settings)
