Receiving error code CAAC000E when trying to sign into my work account

When trying to activate my windows on my work account, I'm receiving the error code CAAC000E: device cap reached

I have signed out of all devices on the account except for the one I'm trying to activate

I can't complete the following steps as my organization has these settings blocked
Select Date and time settings.

  1. Select Set time automatically and, if shown, Set time zone automatically. If you don't have the option to set the time zone automatically, make sure your local time zone is shown in Time zone.
  2. Restart any Office app.
