'Select Data' button not working on web-browser version of Excel.

The school I work for uses Office 365 applications. Students in one class have been using the web-browser version of Excel on their Chromebooks. For one student, no matter what chart they create, the 'Select Data' button on Excel does not open the right-side panel. The 'Format' button does not open anything either. These options are not grayed out, but nothing happens when they are clicked on. This student tried on a personal computer at home still using their school Microsoft account, and it still would not work. However, when the file was emailed to another person and opened on their account - not the former student's account - the 'Select Data' option would work. All other students in this class were able to open the 'Select Data' panel with no issues. What settings do we need to check to get it to work for this student?

    It seems bug in Excel online. When I click "Select data" and "Format" for chart, nothing happened.
