Hi Team,
I am trying to run the APIOps toolkit with Azure DevOps by following this doc :

We are just a beginner to this tool, so while running the run-extractor.yml file to generate artifacts and then using artifacts to run-publisher.yaml file to publish API's in Target APIM service. When i am publishing the artifacts getting the below error. Could you please help me to resolve the issue.

The error PessimisticConcurrencyConflict with message Operation on the API is in progress during Azure APIM APIOps publishing occurs because Azure API Management does not allow multiple concurrent operations on the same API entity.
When one operation (like updating or publishing an API) is still in progress, attempting another operation on that same API will fail with a 409 Conflict error. This is a built-in locking mechanism to prevent conflicts and ensure data consistency.
to avoid this error,
- It is important to wait for the first operation to complete before retrying the publish operation. When running automated pipelines, implement retries with delays to handle this transient conflict and avoid triggering multiple concurrent updates on the same API. Also, confirm that no other deployment or update is running simultaneously to prevent conflicts.
- In APIOps, update
run-publisher.ymlto pass the API’sETagusing--if-match *(or enable theforceflag if supported) so the publisher can override concurrency conflicts during deployment. - In the Azure portal, navigate to API Management → APIs, check if the API has a pending/locked operation, and cancel it before rerunning the publisher pipeline.
- Add a retry loop in your pipeline (YAML/CLI task) to automatically retry the publish step when a
409 PessimisticConcurrencyConflicterror occurs before failing the job.
