Hello,
Thank you for posting question on Microsoft Windows Forum.
The following are the plausible explanation to your query.
1.Is it okay to upgrade Windows 10 devices to Windows 11?
- Well! Technically, Yea, you can upgrade those Windows 10 PCs to Windows 11 if they meet the Windows 11 hardware requirements. How the licensing works (and whether you should upgrade in-place or reimage with Volume License media) depends on whether you want the machines to keep their original OEM license or be covered by your Volume Licensing entitlements.
- For OEM Windows 10: Normally, OEM licenses are tied to the device and do not transfer. However, Microsoft might allow free upgrades from Windows 10 to Windows 11 for eligible hardware, regardless of whether the license is OEM or Retail. As long as the device meets the Windows 11 hardware requirements (TPM 2.0, Secure Boot, CPU compatibility, etc.).
- Regarding Volume License: you can reimage/deploy using Volume License Windows 11 media provided you have the appropriate Windows 11 VL entitlements (or upgrade rights through Software Assurance or your licensing agreement). Commercial/volume licensing gives you reimaging/activation paths (GVLK/KMS/MAK) for fleet activation, but you must ensure you have enough VL licenses or upgrade entitlements to cover the devices. To be sure by checking your VL agreement or reseller for exact entitlement details.

2.Will cloning (imaging) be possible after that?
- Well! Imaging and cloning Windows 11 is supported the same way it was for Windows 10. Provided you follow Microsoft imaging best practices (Sysprep/generalize the image, don’t capture OEM-embedded keys, and use proper volume activation methods). Use Sysprep to generalize the golden image, capture it, and deploy. For activation you should use GVLKs/KMS or other VL activation so clones activate correctly in your environment.
