How do I add a user who is licensed as a co-administrator on the account

If you have a business (organization) subscription, you can add users in the admin center. Go to https://admin.microsoft.com . For details, have a look at https://learn.microsoft.com/en-us/microsoft-365/admin/add-users/add-users?view=o365-worldwide .

To add a co-administrator in Microsoft 365, sign in to the Microsoft 365 admin center and navigate to the Active users section under the Users menu. Select the option to add a user and fill in their name and username details. In the product licenses section, ensure you assign them a license that includes the necessary services for their daily tasks, though a license is not strictly required if the account is used only for administration.

Once the basic user details are set, proceed to the roles section and select admin center access. To grant full co-administrator privileges, check the box for the Global administrator role. This role provides the highest level of access to all administrative features across the entire Microsoft 365 suite. Review the final settings and save the changes to complete the process.
