Since the October 14, 2025 update, File Explorer automatically disables the preview feature for files downloaded from the internet.

Here are the workarounds:
Option 1
Right-click on each downloaded file, and click Properties. Select Unblock and click OK.
Restart Windows for the change to take effect.
Option 2
If you have many files that need to be unblocked, you can use the Streams utility from Microsoft.

Streams command-line example:
c:\tools\streams.exe -s -d %userprofile%\downloads\
The above command unblocks all files in the Downloads folder and subfolders.
