Cannot upgrade, modify, or create e new MySQL flexible server with sponsorship nonprofit license

I am prompted to upgrade my MySQL server from version 8.0 to 8.4
Anything I try to do (upgrade, change from burstable to general purpose, change location, create a new server from scratch) gives me an error "because provisioning in the requested region, "Switzerland North," is not supported for your subscription" (azure sponsorship license for nonprofit).

    I think you are having an issue with your subscription or a region restriction because the same error appears when you try to upgrade, change compute tier, change region or create a new MySQL Flexible Server, your Azure Sponsorship or nonprofit subscription likely does not currently have provisioning access for Azure Database for MySQL Flexible Server in Switzerland North.

    Verify that your Microsoft.DBForMySQL resource provider is registered on the subscription and try creating the MySQL Flexible Server in another supported nearby region, for example West Europe or North Europe, just to confirm whether the issue is specific to Switzerland North.

    Check whether your nonprofit sponsorship subscription has an Azure Policy or offer level restriction limiting allowed regions and if Switzerland North is required try to open an Azure support request.
