Not able to access computer management or services from startup - Windows 2016

We are using Windows2016

I am not able open Computer management from statup(Right click start->computer management) it says "User Access Control - This App has been blocked by administrator ***".However I am able to access it from Server manager->tools without problems.

I am using the sid-500 built in account and few other accounts which are in local administrator group but get same problem.

Any thoughts?

    Hi,

    Thank you for posting in our forum
    This is where you right click on Computer and select manage, and nothing opens, no errors, and CompMgmtLauncher shows up in task manager, but no gui.

    modify the registry.

    HKEY_CLASSESROOT\CLSID{20D04FE0-3AEA-1069-A2D8-08002B30309D}\shell\Manage\command
    change Default data to

    %SystemRoot%\system32\mmc.exe %SystemRoot%\system32\compmgmt.msc /s
    Requires registry editing skills.
