Problem with EoC (Edge) on Chrome causing Default App reset with copyprofile and Windows 2004 image

I have a Windows 2004 image that I have run copyprofile on. It works fine until I add the new Chrome. Once I do that adding a new user causes Default App reset notifications. I don't think it's exactly the same problem as there was with builds 1903 and 1909 and copyprofile. It's only about 5 resets all related to Edge rather than the tens of resets to TwinUI that occured previously. However it's still annoying.

Does anyone else have this problem or have any ideas to get around it?

I've tried various variations of installing Edge offline, at audit time, before or after updates and after final OOBE without success. I've tried doing a copyprofile with no personalization of the profile. I always clear the three reg keys mentioned in the copyprofile docs so that's not the problem.

It's definitely the interaction of new Edge and copyprofile that causes the problem as a build without copyprofile has no problem.

Any thoughts?
