Unable to access hostname with port 9080 outside VM

Add inbound rule 9080 and trying to access hostname:9080 outside VM, I am able to access inside VM.

@Srikanth Narala , are you able to telnet or psping to the hostname on port 9080 outside VM? Also, please let me know what do you refer as "outside VM" - is it from another VM in same Vnet or another Vnet?
