Hi Microsoft Support.
I Have the best suggestion for your UAE, Dubai Datacenter, and technical Engineers.
You can connect your Dubai Datacenter to Russia and Ukraine via EPEG cable with low Latency about 90 ms. so please send my message to technical Engineering in Dubai to check it out.
The (Moscow Russia) latency with (Baku Azerbaijan) is 40 ms and the (Baku Azerbaijan) latency with (Tehran Iran) is 10 ms and the (Tehran Iran) latency with (Dubai UAE) is 40 ms, all of these test taken by different looking glass which this tool calculates the Latency as an approximation so you can Decrease the current latency which is about 160 or more to Russia and Ukraine to 90 ms at least.
