Azure VM can't send emails to smarthost port 587 IIS Virtual SMTP Website

I use SMTP server service of Windows 2016 to send emails
I have created a machine certificate
Certificate is found by IIS 6.0 Manager -> Virtual SMTP server

I have changed the port to 587 according to

I filled in our smarthost (MX record)

But the first problem is with tracert smarthost is not found (timed out)
Outside of our VPS (local machine) i can reach the smarthost?!

I also made a connector with the subject of the certificate and also a connector with the ip-number of the machine
