1.Please help check if there is any stuck .OPA file in \Microsoft Configuration Manager\inboxes\objmgr.box? If yes, please delete the file to have a try. Similar thread for your reference:

2.Maybe the version of client is lower and you need to update the SQL Server Native Client to fully support TLS 1.2. Here is a helpful articles about the SQL Server Native Client Update Warning for your reference:
