I want to register as a developer in the Microsoft Store, but I can't.

If you click the buttons in order to register a developer account after paying the fee and proceed on the site, you will weirdly return to the account setting window.
Please tell me how.

Please follow the steps of this document Opening a developer account to open a developer account. If you had paid for your developer account, your account will go through verification. You can check your verification status on the Account settings page.
