Cannot add mail to personal phone

"Mobile device details" under User > Mailbox features > Mobile Devices in Exchange Admin center is greyed out for a user. What setting can be used to enable it so that personal devices can be added?

Already checked security policy (View-only organization management) but no members are added.

    Have you tried logging into Exchange mailbox from your mobile device? Can you log in successfully?
