There is no setting to force SqlClient to always set ARITHABORT on, you have to set this as you describe.

The default ARITHABORT setting for SQL Server Management Studio is ON. Client applications setting ARITHABORT to OFF might receive different query plans, making it difficult to troubleshoot poorly performing queries.

Your question (or whatever we should call it) is not really clear.
But in any case, the setting ARITHABORT has absolutely no effect, if other SET options are in their default positions, so there is no reason to meddle with it.
