Is Microsoft Visual C++ Redistributable version 12.0.30501.0 compatible with existing version 12.0.40660.0?

I installed PSI Exam Browser (see attached file, starting on page 14) on Lenovo computer with Windows 10 Pro 22H2 64-bit. This prompts installation of Microsoft Visual C++ 2013 (x86) version 12.0.30501.0.

Error message appears:

I clicked Yes, and Exam Browser seemed to install OK, except every time I reboot computer, I get a Windows Installer error message that says the installation package could not be opened...

(I tried this on Lenovo All-in-one, Lenovo ThinkPad, and a Dell desktop. All result in Windows Installer message when rebooting that says the installation package could not be opened.)

Is this because the computer already has a higher version of Microsoft Visual C++ 2013 (x86), version 12.0.40660.0? If so, should I uninstall both 2013 versions and reinstall the older version first, then the newer version? Or, is it possible that I also need to install the 2013 (x64) version? Windows Defender did say the exam browser installer was not recognized, but allowed me to continue with installation and does not show that it blocked anything. Or, is this some other problem, like the installation package for PSI Exam Browser?
