Windows version to create MTR media

I cannot find the windows version to create the MTR USB media. Does it have to match the PC I am using to create the media on?

    Microsoft Teams Rooms requires the Windows 10 IoT Enterprise or Windows 10 Enterprise SKUs under Semi-Annual Channel servicing options.
