We have a few PSQL databases running on Azure's Japan East location. We are looking to reduce costs of our services, but unfortunately when trying to adjust the settings of the resource we are given the message: "This subscription is restricted from scaling Azure Database for PostgreSQL resources in this region."
Interestingly, if I click the "Memory Optimized" tab and step back to the "General Purpose" tab, I'm sent to another screen:
It states "General Purpose tier is not available in this region currently," which strangely seems to be incorrect as our services are actively running on these regions. What can we do to resolve this?

Hi @Robert Davenport , welcome to Microsoft Q&A forum.
This looks some issue while configuring the service in Japan East or West region. When I tried to create a new Azure PostgreSQL database, I received below error. Same issue is happening in your case as when it is not allowing services to create, it is also not allowing the older ones to change too which is not correct.
I have reached out to internal product team to check on this and will be updating you at the earliest once I get the response back.
Just to highlight one more thing(it is not the issue reported), we cannot change to and from basic tier.

We have resolved the issue from our side and you should be able to access the region as well as be able to scale down/up your existing resources. can you refresh your browser and let me know if this works for you.
