Microsoft Authenticator Recovery Code

I am trying to integrate Outlook into WillDesk but it says I need an Recovery Code, please see reference photo: df061ecd545e831f647276ababc116c2.png

Have searched the Account settings of the individual user email, company Azure directory, and registered Authenticator app, but we are unable to locate where to find this code. OR is there another way to integrate successfully?

Also, why is it required to do Two-Factor Authentication? Is it possible to make that optional for user's to decide on their own?
