We are trying to upgrade various Lenovo devices in our enterprise to Windows 11 23H2 preview build 10.0.22631.2361. It has worked on a couple models (a T14 Gen 2 laptop & a T14 Gen 3 laptop) but most failed in the exact same way - with Windows Setup at 14%, according to the smsts.log. It reads:
Windows upgrade progress: 14%
Process completed with exit code: 3221225477
ExecuteWithTimeout returned Windows Setup process hexadecimal exit code 0xC0000005
The setupact.log finishes with 11 instances of this error:
CONX Appraiser: ERROR,ShimExceptionHandler,225,Shim Exception 0xc0000005 in module ""_ line 0_ at address 7ff9bfe88eba. flags:0. !exr 0X00000039F2A7ED30 !cxr 0X00000039F2A7E840
We are testing on freshly imaged devices with updated drivers & BIOS that are a mix of laptops and desktops at Windows 10 21H2. We have encountered no issues upgrading these same devices to Win11 22H2.
Anyone else encountered such a problem?

We are encountering the exact same symptoms on several of our laptops as well as our test VMs when running the 23H2 upgrade from either Windows 10 21H2 or Windows 10 22H2. Stops at 14% and smsts.log has the following:
Process completed with exit code 3221225477

There are 22 identical lines at the end of the setuperr.log of the following:

Obviously can't upgrade the thunderbolt controller on the VMs and the tsprogressui.exe is still running so we have the installation progress from the Task Sequence pop-up that continues to run until a restart or you kill the process. The symptoms/errors appear to be the same whether we use a deployed Feature Update or Upgrade Operating System TS.
Any other suggestions to resolve the problem?
