Hi , I got the same error trying to enroll to MS Partner program,
Although I'm logged in with my company (MS365) email account, and I'm a Global Admin to my company, cannot see ANYTHING on partner center, and cannot open a ticket because I don't have access to a workspace !!

Can someone from MS tell us how to resolve the problem and NOT redirecting us to useless documentation links ?? Many thanks Panagiotis
