Adding a Global Template - Addin via GPO

Can I do this in a GPO, as I have a gpo that current does this:

Copies down the filename.dotx to the startup folder

Adds the file into the list of approved addins

Sets the Trusted folder location for the startup folder

However it still doesn't show up in the Global Addins, but if I select add then select the file it then shows up as enabled.

But I don't want all users to have to do this
