We would like to set it from Intune so that any pictures taken on the iPad saves to onedrive and not the local photos app

Regrettably, as far as I know, Intune does not currently support this feature, despite the inclusion of the "Camera Uploads" option in the OneDrive client. I encountered a similar issue before, which was resolved by sending out a manual set-up guide via email to all employees.
