There are no good tags to use for my issue. My problem is I do not have parallelism to deploy resources from my ADO account to azure. I have filled out a form and generally this process takes 2-3 days to fulfill. It has now been over a week. I cannot run pipelines to Azure.
All this does is send me to a dead end. It is requiring me to set up a support plan JUST to ask about this parallel job.

According to this document, the application process for the form requires 2-3 days, which is consistent with the information provided by you. If you do not wish to continue waiting, I would recommend that you open a Support Case through the Azure Portal for assistance. There, you will find an option for Azure DevOps to choose from.
