Windows 11 Microsoft KM-TEST Loopback Adapter is unstable

I defined the Loopback Adapter according to https://learn.microsoft.com/en-us/troubleshoot/windows-server/networking/install-microsoft-loopback-adapter (Method 2), removing all items except "Internet Protocol Version 4". I set the "Use the following IP Address" as 10.0.4.2, Subnet mask: 255.255.255.0 and Default Gateway: 10.0.4.2. Under "Advanced" then "wins" I selected "Disable Netbios over TCP/IP". I issue a ping 10.0.4.2 and receive "General Failure" I Disable the adapter, then after a minute Enable it. Now my Ping is successful. I issue a second Ping and get the general failure again. I repeat the disable/enable process. Issuing the Pings faster I am able to get 2 pings to succeed the third fails (see time stamped ping results below) C:\ 11:20:02.81>ping 10.0.4.2 Pinging 10.0.4.2 with 32 bytes of data: General failure.
