Ok I found the solution. The devices have different object id. Use graph explorer to remove it
https://graph.microsoft.com/v1.0/devices/{object id}
That removes the old entry but leaves the new one.

I had a user enroll devices via autopilot with their ID. That placed the device under there listed devices. After the devices were delivered to the end user the Primary user was moved to the new user. Now the device shows compliant under the new user. The device also shows noncompliant under the original user. Is there any way to remove the device from the old user? I see that the device id is different from one listing to the other. Could I remove the device ID somehow?
