What is event 20227 error code --1878457588

Question

I am trying to find out why users keep disconnecting from MS AOVPN. They have user tunnel created on Intune configuration profile, that gets a 1 hour cert from the Azure VPN Conditonal Access 1 hour certifcates, which the client then uses to connect to VPN and NPS on premise server. In the users logs there is a regualr event IDs of20221 - started dialing vpn connection

20223 - username Successfully established link to remote access server

20224 - link to the remote access server has been established by user username

20225 - username has dialed a connection named UserTunnel to the Remote Access Server which has successfully connected

then get the following soon after

"CoId={F98A0C00-9C66-0002-2BA6-94F9669CDA01}: The link to the Remote Access Server has been established by user ACADEMIC*username*.

20291 - UserTunnel requires attention.

20227 - CoId={F98A0C00-9C66-0002-2BA6-94F9669CDA01}: The user ACADEMIC*username* dialed a connection named UserTunnel which has failed. The error code returned on failure is -1878457588." Get mostly these events

CoId={5A1C2728-9C6D-0006-852A-1C5A6D9CDA01}: The user ACADEMIC*username* dialed a connection named UserTunnel which has terminated. The reason code returned on termination is 631
