Conversation Language Understanding Training Job Failed To Publish Prediction Model Error

Question

When trying to train a model on a Conversation Language Understanding project it gives the error: "Failed to predict documents for the following reason: `Failed to publish prediction model.". How do I solve this?

I've even imported the Microsoft demo file from: https://github.com/Azure-Samples/cognitive-services-sample-data-files/blob/master/language-service/CLU/EmailAppDemo.json
And this gives the same error which makes me believe it isn't an issue with the training data and is more to do with where it is trying to publish to, but it isn't giving me any logs or more detailed information to work with.
This is on the free tier, using a Language Resource.
