@Paul Tibi Welcome to Microsoft Q&A Forum, Thank you for posting your query here!

To process a refund request, I would suggest creating a free a Azure Billing support request
and work with the support engineer help mitigate. This type of request is included in Basic Support and a support engineer can work directly with you and provide the best possible solution.
.
.
The refund process requires a FREE Support Ticket to be created with Microsoft. Please follow the below steps:
.
Sign into the Azure portal.
- Search for "Help + support" in the search bar.
- Select "Help + support" from the search results.
- Click on Create a Support request
Add the below details to describe your problem.
.
Information needed to process the refund request quickly:
- Refund amount
- Reason for the refund
- New Refund request or checking the status of an existing refund request
Go to Review + Create and then click on Submit. This will create a support request which will be used to refund the unexpected charges.
You can request a refund by submitting a request to Azure support and once your request is approved, you will be provided with the requested refund amount.
.
Hope this helps.
