We have confirmed with three other companies are having the same issues. East all zones.

    Unfortunately that's the reality of any public cloud environment. You'd need to either select a different Azure region, a different VM size, or use capacity reservations ( https://learn.microsoft.com/en-us/azure/virtual-machines/capacity-reservation-overview )
